This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is experiencing issues with their multilingual website where menus and pages are displaying incorrect languages, and they are unable to import translated files due to an error stating 'Translation job 191 is not yours'. Additionally, the source language in the exported files is mixed instead of being solely in German.
Solution:
We recommend the following steps to resolve the issues:
1) Ensure a full site backup is in place.
2) Delete the translations of the problematic page.
3) Update the page to refresh the translation settings and send it for translation.
4) Download the XLIFF file for the page from WPML>>Translations queue and open it in a text editor.
5) Compare it with a properly translated XLIFF file from your translation agency.
6) Copy the

code from the WPML-generated XLIFF file's header and paste it into the agency's translated file.
7) Save the file and import it back via WPML>>Translations queue.
8) Check if the page translation displays correctly.

Background of the issue:
We are a digital agency with years of experience with WordPress and WPML. We are working on translating our client's website (hidden link) from German to English, Spanish, and Portuguese (Brazil). We export XLIFF 1.2 files, send them to a translation agency, and then import the translated files back. Initially, we successfully translated the homepage, but encountered issues with the remaining pages. The English and Portuguese menus disappeared, English pages displayed Spanish text, and overall, pages were a mix of several languages.
We attempted to fix this by canceling the translation jobs and re-exporting the files. However, when trying to import the translated files, we encountered an error message stating "Translation job 191 is not yours," preventing further imports. We then deleted all translations, cleared the WPML cache, and retained only the German content. Despite these measures, upon re-exporting and sending the files to our translators, the source language in the files remained a mixture of several languages instead of solely German.

Symptoms:
The English and Portuguese menus disappeared, English pages displayed Spanish text, and pages were a mix of several languages. Additionally, we encountered an error message stating 'Translation job 191 is not yours' when trying to import translated files.

Questions:
What could be causing the source language in the files to be a mix of several languages?
How can we resolve the 'Translation job 191 is not yours' error message?
What steps should we follow to ensure that translations are correctly separated by language?

Hello,

Please send a page for translation in a minimal setup(from your staging/dev site) and import the translation, then make sure the issue exists or not.

Thank you for the credentials. I can access the site and now consulting with our team for an expert opinion. This requires further testing, so can we deactivate non-WPML plugins on the staging site as a part of debugging?

Also, please allow us to make a duplicator copy of your site using the Duplicator plugin(https://wordpress.org/plugins/duplicator/) for debugging the issue on our local server.

I had a few rounds of testing in my local copy after sending the posts for translation like the following.

However I am not able to reproduce the issue exactly, the XLIFF file is only showing the German texts. The result was the same when I sent it again for translation after making some changes in the actual German posts. But I noticed the translation is not applied few of the texts of the post like the following.

Während in Europa und Nordamerika eine elektronische Rechnung eher zur Systematisierung und Vereinfachung von Transaktionen dient, hat das E-Invoicing in Lateinamerika eine andere Bedeutung. Die Behörde ist als Empfänger der Rechnung zuständig für die Autorisierung.

So please share the URL of a couple of pages/posts you have recently translated(which is having the bug) for further testing. Also, share the XLIFF files of these posts via Google Drive.

thanks for testing the page.
The problem is not with the blog posts, as we don't have to translate them. We have the problem with pages, contact forms, navigation, taxonomies, templates, cases, etc. I have uploaded a few XLIFF files here for you to test:

As we need to fix the problem as quickly as possible, it would be good if you could give us an update on the current status today.
Also, what do we do if you can't find a solution with the current setup? Can we completely uninstall WPML in this case, and what steps would be necessary to remove all existing translation data from the system?

So I have shared the details with our team for an expert opinion and am waiting for their feedback. Therefore please wait until Monday.

To remove all the WPML contents(including the translation and configuration), you can reset WPML. But once reset it will not be possible to restore, it will be a permanent deletion. So we will not recommend it normally. We must take a full site backup{mandatory} before that. Please refer to the following documentation for more details.

Thank you for the updates. We are still working on this issue. But unable to reproduce the problem with a new page exactly here. So we have a request. Please try the following steps after a full site backup and let us know your feedback. It will help us a lot in tracking this.

1) Delete the translations of a page having the issue, for example - hidden link
2) Update the page(to refresh the translation settings). Send the Page for translation
3) Download the XLIFF file for translation from WPML>>Translations queue
4) Open it for edit in a text editor
5) Download the XLIFF file for the page with the proper translation from your translation agency(the one before the bug)
6) Open it also for edit in a text editor
7) In the header of the XLIFF file, there will be code like the following, copy it from the XLIFF file downloaded from the WPML>>Translations queue. Please check the attached image.

8) Paste it in the translated XLIFF file(the one from the agency) and save the file. You can also keep the same file name for the exporting and importing files
9) WPML>>Translations queue and import the translated file
10) Then make sure the page translation is working as expected or not
