This thread is resolved. Here is a description of the problem and solution.

Problem:

Sending a lot of jobs for translation from the translation basket fails.

Solution:

Increase the max execution time, max input vars to 10000 if this helps or the easy option send strings in smaller batches.

There are 2679 jobs in the translation basket. And the ending them to translations fails each time.

FYI I took few notes during our chat. This is what we have tried already:
1. Increase memory limit to 512
2. Deactivating all plugins
3. Using standard theme
4. Activating debug (but no debug.log created when trying to trigger the error)

As a reminder, the website is hosted on a Godaddy Managed Pro+ Hosting plan.

I was able to access the admin of your site although I have the DB access.

Update

I'm still trying to get access to your site. It seems that there are a lot of security features on the server of your site and they make trouble also on the migrated site on our server. I'll keep you updated here. I will reply tomorrow.

That's good to know. Although we are only using Sucuri which comes bundle in the Godaddy offers. So if you only deactive the sucuri plugin then perhaps it will work.

Hi,

Finally, I was able to recreate your site on my local server and enter it. I managed to do that after importing only the wp_ (default WordPress tables) and icl_ (WPML DB tables) database tables to a fresh WordPress installation. And on my local server with this form of a copy of your site, I was able to send all the 2679 jobs from the Translation Basket to the Translation Jobs tab.

I'm currently consulting our second tier supporters on how to help you further with this issue.

Hi.

Our second tier supporter checked this issue on the copy of your site on our server.
He was able to access the site after making the proper change in the wp-config.php file.
Here is what our second-tier supporter reports.

I tried to send the strings, it took almost 10 15 minutes but finally sent.

You can see it in WPML -> Translation Management -> Translation Jobs.
Please see the attached screenshot.
You can access a copy of your site on our server with the same credentials that you gave me.

Our second tier supporter suggests trying the following.

Increase the max execution time, max input vars to 10000 if this helps or the easy option send strings in smaller batches.

These are the values on your site now.

TimeLimit	300

MaxInputVars	3000
