Background of the issue:
I am trying to install the plugin OTGS Installer. The installation was well done, but the activation doesn't work. Link to a page where the issue can be seen: hidden link

Symptoms:
I expected to activate the plugin OTGS Installer. Instead, I got a plugin OTGS Installer not activated.

Questions:
Why can I not activate the plugin OTGS Installer ?

Hi there,

The OTGS Installer is an installer-helper type of plugin. You can find more information about what it can do here: https://wpml.org/faq/uploading-wpml-error-message/#upload-wpml-to-your-site-using-the-otgs-installer-plugin.

If you already have WPML installed on your site, or had it installed before and there are traces of WPML in your current database, that might be one reason why it can't be activated.

From what I can see in your screenshot, there's already a "WPML" tab showing up on the left sidebar bottom area so WPML is probably already installed. The OTGS Installer won't activate in this case, it is only used to install WPML if you never had it installed before.
