Background of the issue:
I tried many times to delete translation jobs, but they always came back visible as in progress. I deleted cache etc.

Symptoms:
Translation jobs cannot be deleted and remain visible as in progress.

Questions:
Can you suggest how to delete translation jobs for sure?

Typically, the translation process gets stuck in the "in-progress" state if there's any interruption happens during translation. Most of the time the issue gets resolved after following the instructions mentioned in the guide below:

Hi, I deleted and set up tranlaster person again but it did ´t help.
I am still struggling with it. I cancelled the job. Looked okay. Then started editing and still the polish translation has the previous version.
for example this page is without formatting which was the pain for WPML, so I deleted, also deleted all jobs and still the polish version shows me formatting and WMPL can translate (manually).
