My Wp-admin will not load, and when I use FTP to turn to rename the WPML folder, the admin loads. I also had this happen on another site. After further testing, I found that if I turn off the new version of WP Rocket (3.12.5), the admin loads. My guess is there is something going on there. With version 3.12.4 of WP rocket, there is no error

I do not have an active license of WP Rocket to update it to the new version 3.12.5. If you see it is a compatibility issue, please install the WP Rocket plugin on the test site that I provide below.
And see if the issue is replicable on a clean WordPress installation. Please configures WPML, WP Rocket as they are configured on your site (just the basic configurations needed to replicate the issue are enough). Please also make sure that you are installing the latest version of the plugin. When everything is finished, and you can replicate the problem, please let me know.

As far as I can see, you are missing a very important table.
I suggest to first please create a backup of your site - so that we can be sure that everything would be as safely done as possible as the process would require accessing and modifying the database.
To re-create the table, you can execute this SQL on your database:

Do note please that if your table prefix is different from "wp_" you will have to adjust it in the row:
CREATE TABLE `wp_icl_mo_files_domains` (
to match your prefix there.

If you can't wait until the update is available, you can apply it directly to your current WP Rocket installation as follow:
Edit the following file: wp-content/plugins/wp-rocket/inc/Engine/Admin/Settings/Subscriber.php
Change lines 49 and 50 to look like the following:
