Yes, that is correct. Hreflang and the alternate implementation are separate from the URL format options. You can use the URL format option that suits you best. All the options offered by WPML take SEO in consideration and suffice to tell Google in which language the given URL is. I suggest you research for the pros and cons of each approach, but as I said, they all suffice in terms of SEO.
