This thread is resolved. Here is a description of the problem and solution.

Problem:
You are trying to register the WPML plugin on your site but encounter a connection error: 'Connection error: Unable to get data from service. Detailed error: cURL error 28: Connection timed out after 10028 milliseconds.' This issue occurs because your hosting provider may be blocking access to our API.
Solution:
We recommend contacting your hosting provider and requesting them to whitelist the following domains:

  • wpml.org
  • cdn.wpml.org
  • api.wpml.org
  • api.toolset.com
  • cloudfront.net

If this solution does not resolve your issue or seems irrelevant due to being outdated or not applicable to your case, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. We gave that a try, but unfortunately it didn’t work either (see attached image).

The GoDaddy team is continuing their investigation, hoping for a fix shortly.

Please make sure that you are using the correct site key to avoid this type of issue. I recommend deleting the existing key and generating a new one before attempting to register again.

Hi,

Unfortunately, the issue remains unresolved, and I’m still unclear on what steps have been taken - GoDaddy sucks. So I’ve decided to move forward with Shopify instead.

I appreciate the support provided here, even though things didn’t work out as hoped.
I’ve gone ahead and requested a refund, as the problem couldn’t be resolved.

Hi,

Thanks so much for your help. I truly appreciate it. Unfortunately, I’ve decided to move on from GoDaddy. They won’t be getting any more of my money.

The issue is entirely server-related, and if I want to continue, I’ll need to switch to a dedicated server.
It seems more practical to proceed with Shopify for now.
