This thread is resolved. Here is a description of the problem and solution.
Problem:
Importing the XLIFF file does not work.
Solution:
Ask the translator to get the translated XLIFF file (1) following the steps:
- Go to WPML > Translation Management > Jobs > Cancel the job
- Go to WPML > Translation Management > Add the post (not translated) to the translation basket
- Assign the job to you
- Go to WPML > Translations and download the XLIFF file (2)
- Copy the ID from file 2 to file 1 that you receive from the translation service
- Reimport file 1 to your site in the Translations queue
