Problem:
The client is developing a theme using the new WordPress block editor and wants to translate a "navigation block" menu. The client's current WPML installation does not include "Translation Management", which is necessary for translating block-based themes, and the client is unsure if an upgrade is required.
Solution:

Ensure you have the latest version of WPML (V: 4.6.9) and String Translation (V: 3.2.9) installed.
