I tried several WPML and WooCommerce troubleshooting options, and eventually the Current Promotion category was synchronized successfully: hidden link
Could you please confirm the following:
* Based on your tests, does our workaround work correctly for other categories?
* In other words, does this issue occur only with the Current Promotion category?
* If so, could you delete that category along with its original and translations (you can remove them from hidden link, then recreate them and check whether synchronization works properly, as it does for the other categories?
I have been try to add other new category "今期優惠1" & "Current Promotion1" or other name to test.
But same problem in new added category, category count not sync.

Yes, i did it.
If i add product to other existing category and remove the product form the category, which is fine the category count(sync).
But when i add a new category, category count will not sync.
I have try to edit product to select the new category & un-select the category from edit product.(no sync)
Also i have try to use quick edit product to select the new category, edit product to un-select the category.(no sync)

Ok, so you mean this?
* When using existing product categories, adding and then removing a product works as expected and the category count stays in sync across languages.
* The issue only occurs when the category is newly created.
Scenario where it fails (based on your test):
1. Create a new product category (with translations).
2. Edit a product and assign it to this new category.
3. Save the product.
4. Edit the same product again (or use Quick Edit).
5. Remove the new category and save.
In this case, the product is removed correctly, but the category count does not update/sync across languages.
Scenario where it works (our test):
* The same steps using an existing category that was already created and translated.
So both results are correct — they are just triggered by different conditions (new category vs existing category).
Could you please confirm:
* The category was newly created before assigning it to the product
* The issue only happens now with new categories, not existing ones
Once confirmed, we’ll escalate this exact reproduction case to the next tier for further investigation.

This issue has been escalated to WPML developers and I reported that other scenario as well. I will keep this thread updated as soon as I get any new information from them!
The fix may end up in WPML Multilingual & Multicurrency for WooCommerce 5.6.0, but I don't have the exact date for it.
