This thread is resolved. Here is a description of the problem and solution.

Problem:
For my website I'd like to redirect all missing English translation to the contact page

I don't see the option to specify a unique url in case of missing translation.

Am I missing something?

Solution:
WPML does not have this option natively. You will need to use a third-party service such as https://wpml.org/plugin/permalink-manager-lite/ and/or https://wpml.org/plugin/redirection/.

Alternatively, you can build your own custom code for this. I double-checked it and currently we don't have a specific hook for what you're trying to achieve: https://wpml.org/documentation/support/wpml-coding-api/wpml-hooks-reference/

It would be necessary to configure it with some code customization. At this point, I'm afraid it is beyond the scope of this support forum but we recommend that you check our contractors page: https://wpml.org/contractors/.
