Just for your information in the succesfulll BU from the first time, your developer deactivated almost all plugins (incl. Translatepress). Do know if this is the issue with the unsuccessfull installations of WPML.
We did activated all the neccessary plugins after the sucessfull installation.
You can therefore not only disable Translatepress but also other plugins.
