Best would be, if possible, to provide a Duplicator package of your website or ZIP + DB backup, so we can try and deploy site from our side.
That way we can, hopefully, clearly see CPU / Disk increase when WPML enabled, so it would be easier to debug.
I will first try to deploy it, and after confirming the issue happens in the shared copy, escalate further to our 2nd tier support to check and debug it in details.
Unfortunately, Duplicator and Updraft plugins are not working on our side — we’ve tried several times before, but due to the large database and file size, they always fail.
As an alternative, I can create a full dump of the MariaDB database and archive all website files into a single ZIP. You would then be able to copy it directly from our server via SSH or SCP.
Please let me know if this approach works for you, and I’ll prepare the package.
while we wait, I have consulted with our 2nd tier and they analyzed your log. I know you mentioned you have checked with only WPML plugins, but can you please
try to disable WP Rocket and check if the issue still happens?
If still yes, then please disable Yoast SEO and check if the issue still happens.
There might be some interference with those plugins and WPML that is causing an issue for you.

I have already tried almost everything — deactivating WP-Rocket, SEO plugins, and several others as well — but unfortunately, there were no improvements.
Note, we have deployed the backup, but have issue reproducing same problem. Can you please share if issue happens on specific pages / URLs or after some specific steps?
