I sadly do not have a different option available to create a local copy from a Multisite.
I would usually take a copy, test on a virtual server. If the issue will not be replicable, then we can confirm that this is not a plugin issues and it must be related to the server.
Otherwise, it also could be that there is a conflict between WPML, the theme and or other plugins.
It would be advisable that you set up a staging site (without any limitations) in this case, so that we can run further tests.
If possible, run the following tests:
1) Disable any additional plugins that are unrelated to WPML and our add-ons. Now test the XLIFF export again. If the issue persits, also try with a completely new created test post. If this issue will still occur, then you should consult the hosting support about error.log entries on the server, as the issue might be server related.
2) If the issue goes away when testing only with WPML, start reactivating the plugins one at a time, or activate them in small groups. Each time you actuvate a plugin or group of plugins you test the XLIFF export again. This way, check where the issue reoccurs to see the plugin that is causing the issue.
3) If this has not clarified the cause of the issue, please switch to a standard theme like Twenty Twenty-One to see if the issue may be related to the theme.
Also, enabling WP DEBUG would be advisable as this will allow us to catch errors while trying to export. If it would be possible to do this on the live site, please give it a try or let me know if you need assistance with this task.

We could give it a try. It will not allow us to take a copy of the whole Multisite but maybe from the affected subsite.
The only limitation is that you can not create a package bigger than 500MB. We can set filters to exclude media but if the database is bigger than 500MB then creating a package will not work.
Is it impossible for you to set up a staging site?
Yes because we use pantheon as a hosting provider. It works with devops and has this limitations. I know this is a bit of an ask, but can you send me the plugin and I install it?

I can sadly not install any plugin on your site and I see that Duplicator is still not installed.
Could you please install the plugin and I will try to assist you.
We could also try this:
Install a File Manager Plugin and send me a dump file of your database.
This way I could try to set up a Multisite on Localhost, import the database, and then download themes and plugins using the File Manager.
