This thread is resolved. Here is a description of the problem and solution.

Problem:
You are using the 'Insert PHP Code Snippet' plugin by xyzscripts.com and want to translate the strings within the snippets used in the sidebar tabs on your website.
Solution:
We have reviewed the plugin and found that it does not support direct translation of snippets. We recommend creating separate snippets for each language. You can then add these language-specific snippets to your site by following the steps outlined in our documentation on translating widgets. Alternatively, you can add the shortcodes to the translated pages directly as described here: using different translation editors for different pages.

If this solution does not apply to your case, or if it seems outdated, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. I checked the plugin and I see no option to translate these snippets. The only way I see is to create snippets for each language and then add them like this:
https://wpml.org/documentation/getting-started-guide/translating-widgets/#using-different-widgets-for-different-languages

Or add these shortcodes to translated pages directly like this:
https://wpml.org/documentation/translating-your-contents/using-different-translation-editors-for-different-pages/#how-to-get-different-designs-for-different-translations
