This thread is resolved. Here is a description of the problem and solution.
Problem:
The client needed clarification on the difference between the 'Translate' and 'Duplicate content' options in the WPML Translation Management page and how each option would affect their workflow when creating language-specific pages.
Solution:
We explained that choosing 'Translate' assigns the selected content to the client or other translators on their site. If the client wants to translate the content themselves, they should select the content, set the language options to Translate, then select 'Translate myself' and click the Add to Translation Queue button. Afterward, they can translate the content from the translation queue in WPML > Translations.
Choosing 'Duplicate' will duplicate the default language content to secondary languages and keep them synced.
