I guess I have all the strings scanned, particularly for the original issue (mobile notification strings), they used to work just fine but suddenly started coming in English.
I found the same issue for this string: hidden link
I translated it but WPML did not show the translation until I turned on the auto-register feature:

Then, it showed the Arabic translation on the front-end (although nothing was changed from the backend).
I wanted to share this maybe we can find a solution from there? I know for mobile notifications and email it's trickier since they are not rendered on the front-end, maybe a WPML developer can look into it and see if we could enforce this from the backend in some way?
I will ping the plugin team again to see if they have found the trigger, the issue is in a grey area and I'm honestly baffled about who could help with it!
In order to escalate this ticket to our 2nd tier of support I will need your authorization to create a copy of the site so I can send it to them. Do you authorize me to create a backup of the site?
I just escalated this ticket to our 2nd tier of support so our specialists can take a deeper look at this issue. I will get back to you as soon as I get an answer.
Hi again. Not sure if you or your team were testing mobile notifications for an Ad? It's because I received 4 'published' email notifications, but one of them did came in Arabic.

I thought it's worth mentioning this since 'published' email strings were affected recently.
Yes, our team was running some tests, that's why you saw the notifications. Our team was able to isolate the cause of the issue, however, they need you to contact the authors of the plugin for assistance. Have you been able to contact them?
