This thread is resolved. Here is a description of the problem and solution.

Problem:
The client transferred their site from development to its live location and encountered issues with WPML translations. The translation process did not complete, and the cogwheel indicating 'Waiting for translator' remained visible even after deleting the translation job.
Solution:
We recommended the client to check if they were translating manually or using automatic translation. For manual translations, they should navigate to WPML > Translations queue to take and translate the item. If using automatic translation, we advised checking the Advanced Translation Editor (ATE) error log by going to WPML > Support > Advanced Translation Editor Error Logs for potential issues.
Additionally, we suggested several troubleshooting steps:
1. Navigate to WPML > Support > Troubleshooting.
2. Click on the following buttons:
- Clear the cache in WPML
- Remove ghost entries from the translation tables
- Synchronize local job ids with ATE jobs
- Synchronize translators and translation managers with ATE
- Assign translation status to duplicated content
- Set language information
- Fix post-type assignment for translations
3. Clear the caches from the site and browser.
4. Resend the page/post for translation and complete the translation.
If these steps do not resolve the issue, the solution might be outdated or not applicable to your specific case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I have transferred my site from development to its live location. I am trying to translate a page using WPML.

Symptoms:
The translation does not complete; the cogwheel stays present, indicating 'Waiting for translator'. I have deleted the job, but it still stays 'in progress'.

Questions:
Why does the translation not complete and the cogwheel stay present?
How can I resolve the issue of the translation job staying 'in progress' after deletion?

Are you trying to translate yourself or via automatic translation? Since waiting for translator means one of your users / you need to take and translate it, by going to WPML > Translations queue. Please check if this helps.

If you are using automatic translation and this happens, please ATE log from WPML > Support > Advanced Translation Editor Error Logs

Hello Drazen, I am translating myself (and two other members from the team).

I have looked up the que and used the button 'take and translate'. When editing the post there is still a popup that it is waiting for translation.

When I log in with the user that started the translation and translate, I can take and translate, translate and then it remains 'in progress'.

Also, after translating, the translation widget on the edit post screen first shows a spinning arrows, then a cog wheel.

Since you've mentioned that you're handling the translations manually, it’s possible that the translation files aren’t being delivered to your site due to firewall rules or other reasons. The cause of the issue should be recorded in the ATE error log. Could you please navigate to "WPML > Support > Advanced Translation Editor > Error Log", take a full-screen screenshot of that page (ensuring all columns are visible), and share it in your next response?

I will check and let you know what to do next. In the meantime, you can try the following steps and check if these help in solving the issue:

- Please go to WPML > Support > Troubleshooting
- Click on the following buttons:

-- Clear the cache in WPML
-- Remove ghost entries from the translation tables
-- Synchronize local job ids with ATE jobs
-- Synchronize translators and translation managers with ATE
-- Assign translation status to duplicated content
-- Set language information
-- Fix post-type assignment for translations

- Once done, clear the caches from your site and browser.
- Resend the page/post for translation and complete the translation. Check if you;re still seeing the in-progress icon.
