Background of the issue:
I am trying to register my WPML installation by adding the Site key generated from your systems. My website is hosted with GoDaddy, and they confirm the subdomains relevant to WPML are not blocked.

Symptoms:
I get the error "Your site can't communicate with hidden link. Code 0: cURL error 28: Connection timed out after 5002 milliseconds." and also "Your site can't communicate with hidden link. Code 0: cURL error 28: Connection timed out after 5001 milliseconds."

Questions:
Can you please help with the connection timeout error when registering WPML?

Hi Kor/WPML Team,

I come to you on an urgent matter in follow up of my initial request.

I have purchase premium wordpress assistance from my hosting provider (GoDaddy) so that they can try to resolve the issue as to why I am not able to register my installation of WPML on my website.

They replied to me with the following:
---------------------------------------
We’ve received the key and I’ve examined the website. The cURL error that’s happening is essentially a timeout error. Basically, the plugin sends a request to an external source, a request for a connection, but nothing happens, and the request just times out, hence the error.

This error usually happens if:
1. There’s a mechanism that might be blocking the response
2. There aren’t enough resources to fulfill the request/response cycle completely
3. There is a conflict between the plugins, or the theme and the plugin

This website does not have any security mechanisms that might be blocking the request, either as a firewall, a plugin, or a hosting software. There are none. The resources are also not a problem, as I’ve raised them far above recommended. And lastly, I’ve troubleshooted for a conflict and found none.

In short, I haven’t been able to find any issues on the website’s end. Therfore, I highly suspect that the issue is with the key itself as it may need to go through the unregister/renwal process but in general, it should be reviewed by WPML’s support.

Since we are forbidden from logging into 3rd party services or accounts, I’m afraid I have to ask you to contact WPML support service and take this to them for further review.

For your convenience, here’s how you can contact them: https://wpml.org/home/contact-us/

I will keep the ticket in the “Pending” state for now. Please keep me posted and let me know if there is anything else I can do.

I confirmed your website is loading without issues and included links to before and after screenshots to show that no issues were caused to the website during the investigation:
Before: hidden link
After: hidden link

Developer Notes:

Created a manual backup on the WPPS-Backups/WPPS-171869-190725-SR path
Troubleshooted for a conflict, but found none
Raised resources through wp-config.php, .user.ini, and .htaccess files
A backup of your website was completed before performing this request.

Thank you for choosing WordPress Premium Support.

Kind regards,
Stefan R. | WordPress Premium Support

Please I need your valuable support from your end, as it appears that there is no problem or blockage from hosting point of view.
The Site Key generated from WPML in use is: bff453c0fa
Domain is hidden link

Thanks for your patience. My apologies for the long delay. We've overlooked your report and this is what our 2nd Tier Support mentioned.

You're facing an issue similar to this ticket, and could you please check with your hosting provider to see if SELinux is disabled or try the custom code here https://wpml.org/forums/topic/registering-site-code-0-curl-error-28/#post-16639188 and to see if the connection is blocked?

Let us know the results.

Hello WPML Team,

Please I need your support. This ticket has been open for quite a while, and I need a resolution for this..

Last communication from my hosting provider (GoDaddy) was as follows:
Thank you for contacting Support and for your patience while we investigated this. My name is Yoshi, and I’m part of the Advanced Hosting Support team. We’ve reviewed the issue related to Web Hosting

While investigating the issue regarding connectivity to the plugin site for validation it was determined that the server is functioning correctly. We do suspect that the plugin site may potentially be blocking the server from connecting at their end. Tests connecting to other sites worked without issue, it presented timeout issue only when trying to connect to the plugin site.

Any updates please? I am pressed for time, and have to go live in 1 week. My client is pushing hard for this, but I have no idea how long I can hold him back.

Please I need your support.

Kind Regards,
Hadi

Hello Team,

Any updates please? I urgently need a resolution to this. Hosting provider says nothing is blocked from their end. Alternatively, is there a way you can activate my site code from your side?

Please advise.

Kind Regards,
Hadi

Thanks for your reply.

Unfortunately, there's nothing we can do from our side. Our 2nd Tier Support investigated and found the following:

It's very suspicious, and we noticed that the i360 firewall is active on the hosting server (see screenshot php.png).

The system is unable to connect to the server at all.

Since the IP resolves correctly, we can rule out any DNS-related issues.

A connection attempt is made using cURL, but it fails. The issue lies with the client’s hosting provider — something on their end is blocking the request (refer to timeout.png).

We recommend reaching out to the hosting provider to investigate further.

Hi Team,

The hosting provider got back to me, saying they whitelisted all the domains for WPML.

When I tried to connect by trying to register my site, I got the same error again. GOing to "Support" under WPML settings, it seems the only domain still not being connected to is hidden link

Would you kindly advise and confirm the IP address associated with the above domain/subdomain so that I get back to the hosting provider to verify the same has been whitelisted as well?

Thank you in advance for your kind support.

Kind Regards,
Hadi
