This issue has happened in the past when the Local JSON feature was used.

In those cases, the translation preference was unlocked, but it also wouldn't save on update.
The solution was to change the translation option for the field group to "Expert".
If this is also your case, please try doing this and update me.

The translation option of the field group is 'Expert', it's a reusable block with WYSIWYG field set to 'Translatable' (screenshots attached). The problem is that one of the fields is duplicated, I was hoping to set it to 'Not translatable', although I realise it's a better practise to find out why these duplicates are occurring?
Weirdly enough it's only happening on one of the language versions, other page versions don't show duplicate fields.
I believe this may be caused due to some custom field that should not be set to translatable, but is.
I would like to request admin access to your site, in order to see if I can solve this issue quickly.
Please make sure to have a working backup of your site before proceeding.

Remember that it is always better to create a new admin user for me, then when we are done you can delete it.
Okay, now that I saw the field group configuration I think I may know the reason.
Generally, Repeater and Flexible Content fields should be set to "Copy", as we do not want to translate them but their inner content.
Let's try setting the top field of the "Blocks" field group to "Copy", and the resend the page to translation to see if only the correct content is translatable.
