1) as I understand you are using Translate Everything mode and then when you publish this page, it gets automatically translated in Spanish language or?
If so you can set pages that are translated automatically to be in draft mode, from WPML > Settings, and choose "Let me review it before it gets published".
2) I also see you have set wpseo_locations post type to the fallback option, which will then show content in 2nd language even when not translated or existing. If you o not need this, and do not wish them to show, you should set this to Translatable.
