I observed the error in your site based on the information you provided. I temporarily deactivated all plugins except WPML core plugin and switched to a standard WP theme, in a hope to find any conflict. But to no vail.
There's however a message about "This site has moved to a new location" (see attached). Perhaps you are trying to access the original site and see this message.
You can either by registering a new site key or can move the site back to this URL (hidden link) by clicking on the link mentioned at the end of the said message.
Please let me know if this fixes the issue and which option you tried.
You can share the credits among production and development sites. The message says that probably you selected to "move" the site to the new address.
So if you didn't move but consider it as a copy of original site (the common case with dev sites), you can click that link and update it. In this case, this 'll be your dev site and 'll be able to share the credits.
Please fix that and let me know so I can resume checking about the original problem.
