Problem:
My client cannot submit translation requests for language pairs I have enabled.

Solution:
1. Clear the Translation Basket (remove all items from the basket)
2. Click "Refresh language pair" button
3. Try to send content one more time for translation

"Refresh Language Pairs" button is visible only for services that support language pairs and only when authenticated. [screenshot]

Another alternative is to export the translation job as a local translator to xliff.
