This thread is resolved. Here is a description of the problem and solution.
Problem:
The client is unable to unregister WPML from their website due to an expired license. Despite manually deleting plugin files and cleaning the database, the OTGS Installer still recognizes the site as registered, preventing any new registrations or unregistrations.
Solution:
1. Navigate to WPML → Support and click on the Troubleshooting link.
2. On the Troubleshooting page, in the Reset section, check the 'I am about to reset all translation and language data' box. Then, click the 'Reset and deactivate WPML' button. For more details, visit Deleting Languages and Plugin Data by Doing a WPML Reset.
3. After resetting, you can delete the key registration in your wpml.org account.
Please ensure to back up your database before making these changes.
If the issue persists, consider uploading relevant screenshots for further assistance.

We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins.
