The translations created with WPML are saved in the site's database. So, when migrating the site (files + database), the translations are also carried over.
The WPML license is related to registering the plugin with the domain and gives you access to updates. However, the translations are saved inside the database.
If you need more than three live site (production) web domains, you will need to upgrade to WPML Multilingual Agency. If you don't need all of them, of course, you can remove one of them and generate a new WPML key for the new domain from here, as my colleague mentioned: https://wpml.org/account/sites/
