Tell us what you are trying to do?

I am trying to translate the hardcoded text/snippet "You might also consider..." to Dutch

Is there any documentation that you are following?

https://wpml.org/documentation/related-projects/woocommerce-multilingual/translating-cart-and-checkout-pages/

Is there a similar example that we can see?

Hello There,
Thanks for contacting WPML Support.

If the text is hard coded in your theme files, you will need to register that text for translation by wrapping it within the gettext function. Then scan your theme files and translate via WPML String translation.

In order to understand the process of making a custom text translatable, you can check the documentation below:

- https://wpml.org/documentation/support/translating-the-theme-you-created/#using-gettext-functions-in-php

To scan the theme or plugin, please check this documentation: https://wpml.org/documentation/getting-started-guide/string-translation/finding-strings-that-dont-appear-on-the-string-translation-page/#strings-arent-selected-for-translation

Please let me know if there is anything else you need help.

Kind regards,
Prosenjit
