I have a placeholder for Shipping Phone added by Woocommerce Checkout Field Editor.
That string shows in string translation when I search for it, but when I change the language in frontend the translation keeps in Portuguese regardless of the language selected.

The string you enter in a plugin or theme option is called an admin string, which shows differently on the String Translation page. From the screencast you shared, the string shows as if it is a regular string.
