Background of the issue:
I installed version 4.6.12 of WPML but can not activate it. I click on activate but nothing happens. Now I need to do a rollback to get to the previous version.

Symptoms:
Clicking on activate does nothing.

Questions:
Why can't I activate version 4.6.12 of WPML?
How can I rollback to the previous version?

before your ticket is assigned to one of my colleagues, please allow me to walk you through some initial debugging steps. This will help speed up the support process.

Could you please provide us with site access and FTP to check your logs?

I would like to request temporary access (wp-admin and FTP) to your site to take a better look at the issue. It would be better to a testing site where the issue is replicated.

You will find the needed fields for this below the comment area when you log in to leave your next reply. The information you will enter is private which means only you and I can see and have access to it.

Maybe I'll need to replicate your site locally. For this, I’ll need to temporarily install a plugin called “Duplicator” or "All in One WP Migration" on your site. This will allow me to create a copy of your site and your content. Once the problem is resolved I will delete the local site. Let me know if this is ok with you.

IMPORTANT
-Please make a backup of site files and database before providing us access.
-If you do not see the wp-admin/FTP fields this means your post & website login details will be made PUBLIC. DO NOT post your website details unless you see the required wp-admin/FTP fields. If you do not, please ask me to enable the private box. The private box looks like this:

It seems the password you provided is not correct. can you please check them so we can give the site a look and understand what's going on?

Notice how you can't either deactivate anything. this tells me that you have some mechanism, rule or something in place in your site or server that is deciding what to do with the plugins.

I waited some minutes and i could actually activate plugins but couldn't deactivate them later. so i managed to activate WPML and WPForms Lite while testing and could do it. but now i can't deactivate them.

You should look into your server or hosting to see if they handle something about this or maybe have an aggressive cache, because this is definitely not normal but it's also not related to any plugin at all.
