Background of the issue:
I am trying to manage the menu details on my site hidden link using WPML. I want to change the details of a menu in one language without affecting the order of another menu.

Symptoms:
When I change the details of a menu in one language, it causes the order change of another menu, even though I have deactivated the menu sync option.

Questions:
Why does changing menu details in one language affect the order in another language?
How can I prevent menu order changes when menu sync is deactivated?
