This thread is resolved. Here is a description of the problem and solution.
Problem:
The client has registered the site as a development site, but WPML Media is not registered.
Solution:
We recommend completing the installation of WPML using the WPML Wizard. It's possible that the WPML installation process has not been finished. For guidance, please refer to our Getting Started Guide.
If this solution doesn't look relevant, please open a new support ticket.
