Symptoms: In the unzipped folder, there is no exe file. The installation instructions show 'Why am I seeing “The link you followed has expired” message when uploading WPML?' Questions: What should I do after downloading version 3.1.3 from Quick and Easy Installation? Why is there no exe file in the unzipped folder?

Background of the issue:
I am working on a site under development and trying to install WPML. I have downloaded version 3.1.3 from Quick and Easy Installation.

Symptoms:
