This thread is resolved. Here is a description of the problem and solution.

Problem:
The client was experiencing an issue where both the top and bottom language switchers were only showing the original language available, instead of all the languages.

Solution:
We advised the client to ensure that the home page is completely translated. The language switcher by default only displays languages/flags for which translations are available. If the home page is not translated, the language switcher will not show the other languages.

If the solution provided here does not resolve your issue or seems irrelevant due to being outdated or not applicable to your case, we encourage you to open a new support ticket. We also highly recommend checking the related known issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. I am trying to: Stay sane

Link to a page where the issue can be seen: hidden link

I expected to see: Language switchers back to normal

Instead, I got: Both, top and bottom, language switchers showing only the original language available

Thank you for contacting the support.

Looks like the home page at hidden link hasn't been translated, because if it is translated the French link at hidden link should be working.

Please make sure it is completely translated. The language switcher, by default, only shows languages/flags for available translations.

Okay, I see that all my pages have 0% to 3% translation status. Strange!

If you're using automatic translation, then once you publish a page, wait for the translation to complete, before making more changes.

Otherwise, you can open the translation in ATE, translate it manually or automatically within the ATE and complete it.

Once the translation of the home page is complete, the language switcher should be working fine.

I fully understand the process. I usually translate myself, but use translation credits to go faster.

I just find it odd that my previous translations were no longer taken into account. Some of it still there, but had to be reprocess for WPML to count them as translated.

That perhaps happened due to a broken process or connection, which may happen, since everything in WordPress shares the same ecosystem and may interfere at times (i.e. a conflict or etc).

So did sending again for translation or updating manually, helped fixing the problem?

Yes, I can easily reprocess (and retranslate some of) the documents one by one and thereby solve the issues.
