This thread is resolved. Here is a description of the problem and solution.
Problem: The client reported two issues: First, the admin language setting 'set admin language as editing language' does not change the page language accordingly when switching languages via the top bar. Second, in WPML → String Translation → Domain: admin_texts_widget_text, some strings still show 'Waiting for translation' even after being translated. Solution: For the first issue, we escalated it to our team for further investigation. For the second issue regarding the string translation, it appears there was a misconfiguration in the translation settings which we corrected. The correct format should be in the 'woocommerce' textdomain, and the date format was adjusted from "j M Y" to "Y j, M" which resolved the display issue.

Yes, I have never changed the default language in WPML -> Language — it has always been set to Traditional Chinese.
In the USER profile language settings (wp.com), it is correctly set to Traditional Chinese, as shown in the attached image (img 1-1).
I have already selected “set admin language as editing language,” but it doesn’t seem to work. When I select English in the top bar, the page below does not switch to Chinese. However, when I select Chinese in the top bar, the page below still remains in English.

There’s also another issue.
In WPML → String Translation → Domain: admin_texts_widget_text, there are a few strings that, after being translated, still show the “Waiting for translation” indicator upon refreshing the page (please see the attached screenshot).

The issue with the checkout pages has indeed been resolved.
However, I had already performed the same step — going to WPML -> Support -> Troubleshooting and clearing the WPML cache — but it didn’t work at the time, which is why I brought up the issue.
It’s quite odd. If the problem occurs again in the future, I’ll try it again. Thank you!
As for the second issue, it has also been resolved — thank you very much.
Previously, after updating the translation and seeing the pencil icon appear, refreshing the page would cause it to revert back to the “awaiting translation” exclamation mark icon.
It might have been a minor glitch caused by a WordPress version update — I was probably just overthinking it.

I have not been able to reproduce this behavior in a clean environment, our team is still investigating and we will update you as soon as there are news.
