Background of the issue:
1. I cannot find strings for "Start Shopping" in the mini-cart. Also, Cart Review (already translated for some reason) (x item(s)) which is not translated.
2. Custom block contents not being translateable despite having wrapped them in localisation tags

1. Have you attempted to locate the strings in this manner?

1. Go to WPML → String Translation.
2. Enable the option "Look for strings while pages are rendered".
3. Navigate to the page where untranslated strings are displayed.
4. Return to WPML >> String Translation and verify if the given string has been registered.
5. Translate the string.

2. Would you please provide a detailed explanation of the issue? Also including the screenshots for this.

Have you tried the following?

1. Go to WPML → String Translation.
2. Scroll to the bottom of the page and click the Translate texts in the admin screens link.
3. This takes you to a searchable list of admin strings. Search for your string and click Add to String Translation.

temporarily install a plugin like Adminer to check for possible strings in the database?

I found out that the WPML → Theme and plugin localization (wp-admin/admin.php?page=sitepress-multilingual-cms/menu/theme-localization.php) page has a fatal error. Can you activate debug and share the error's content?

To enable it, open your wp-config.php file and look for define(‘WP_DEBUG’, false);. Change it to:

define('WP_DEBUG', true);

In order to enable the error logging to a file on the server you need to add yet one more similar line:

define( 'WP_DEBUG_LOG', true );

In this case, the errors will be saved to a debug.log log file inside the /wp-content/directory.
