This thread is resolved. Here is a description of the problem and solution.
Problem:
Strings inside the cart page can not be translated
Solution:
The customer used an element from Elements pro plugin which is not compatible with WPML, that is why the strings from the Elementor elements of that plugin was not available in translation editor.
The solution was to use the manual translation mode for the cart page.
Problem 1. some strings are locked. it says: This setting is locked by a WPML configuration file.
Problem 2. Some strings are in still in my native language "slovenian" and i want to translate them. one thing is on cart: "cena", "izdelek" -> "price", "product". When i find the string it says that "cena" (price) is english original and that i have to translate. But thats nbot correct. Under english flag it should say "price"

We will check to see why the strings at the top of the cart page table is not showing as translated when you already translated them in string translation.
- Go to WordPress Dashboard > WPML > Translation Management
- From the top filter, select Pages.
- Select the cart page and at the bottom of the screen select the Translation Myself button and send to translation button.
- Go to WPML > Translation menu and click the translate button next to the cart page in the list.
- Yu will see all the text you head issues with there in the translation editor, make sure you translate all and have the translation 100% complete.

Thank you for the reply. I checked and the "price" (cart) on stage is not translated to english.
Also i did do as you told me (translate myself) and the cart didn't move to "translate" for me to translate it? All i see are 4 entries that already have been completed.
