I want to replace the button image and the short code to the popup signup form, so it links to the Spanish popup form instead of the English form. (I am using an image for the button because it was the only way I could get the short code to work when the button was clicked.)

I can't open the Spanish page in the Avada live editor and if I change the short code id number in the regular editor, the text and button image disappear from the page. I don't see anything in the translation editor that let's me change the image or the short code.

I understood what you're looking for. I'm including the process below.

- Replace the button Image in the Spanish language: To display a different button image in Spanish, you can use WPML’s ‘Media Translation’ addon. This allows you to add an image as a translation of the default image. Please refer to the documentation below for instructions on how to do this. I hope it will help you in achieving what you're looking for.

- Displaying popup in Spanish: If you have the Shortcode for Spanish Popup, you can add it as a translation of the English shortcode from ‘String Translation’. Please follow the steps mentioned below.
-- Please go to "WPML > String Translation"
-- In the Search box, enter the English shortcode
-- If the shortcode appears in the Result, click on the "+" icon below the Spanish flag and add the Spanish Shortcode.

After trying multiple time, I finally got it to work. I used the string translation method to change both the short code ID and the link to the ES image button.
