Background of the issue:
I have created courses in English and Spanish, set up the header and menu, but the language switcher is not showing, and the same header appears for both courses.

Symptoms:
The language switcher is not visible, and the same header is displayed for both English and Spanish courses.

Questions:
Why is the language switcher not showing?
Why is the same header displayed for both courses?
