Im not able to activate the otgs plugin in my website

Since you've installed the WPML plugin, there's no need for the OTGS plugin anymore. All WPML plugins can now be downloaded and updated directly within your WordPress dashboard. Simply navigate to WP > Plugins > Add New > Commercial Tab, as illustrated in the attached screenshot. I hope this information helps.
