This thread is resolved. Here is a description of the problem and solution.

Problem:
After migrating a website from development to a live environment, the client is unable to access string translations and is considering deactivating and reactivating WPML plugins but is concerned about losing translations.
Solution:
We assure you that deactivating and reactivating WPML and its related plugins will not affect your translations. However, this step is not necessary. Instead, you should update your site's status from development to production on WPML.org. If you see a "Development site" banner, generate a new site key and re-register WPML for your live site.

Upon accessing your new site URL, WPML will initiate a migration wizard to confirm the site move to production. This process will transfer all translation information to the new site address, allowing you to continue translating as before.

Hi! After transferring my website from development to live site I can't access string translations and seemas like I shoukd deactivate the wpml plugins and reactivate them to maybe get it working. However I am nervous if doing that would make all translations disappear?

Hello and welcome to the WPML support.

Deactivating/reactivating WPML and its related plugins won't affect your translations, but that's not necessary. After you migrate your development site to the main domain, you also need to move your site from development to production on WPML.org. If you continue to see a "Development site" banner, you need to generate a new site key and re-register WPML.

On your new site URL, WPML initiates a migration wizard that lets you confirm that you have moved your site to production. It then moves all your translation information to the new site address, where you can continue translating as usual. You can learn more on the page about WPML translations and moving your development site to production.
