This thread is resolved. Here is a description of the problem and solution.

Problem:
The client purchased the Multilingual Blog subscription and received a notice about the Strings Translation add-on, which is not included in their current subscription level.
Solution:
If you're experiencing a similar issue, we recommend checking if the Strings Translation add-on was previously installed on your site. This add-on is necessary for translating strings from themes and plugins. If you require this feature, consider upgrading to the Multilingual CMS subscription, where only the price difference is payable. You can compare our subscription plans here. If you do not need the Strings Translation, you can deactivate it, and the notification should no longer appear.

Please note that this solution might be outdated or not applicable to your specific case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Do I need string translation? I bought the basic level and assumed all needed files were included. Why would I need this? OR do I not need it and should I ignore the notice?

You have our Multilingual Blog subscription that does not include our Strings Translation add-on. Maybe it had been installed on your site before you purchased the Multilingual Blog subscription.

The Strings Translation add-on enables the translation of strings from themes and plugins. If you need this feature, please consider upgrading to the Multilingual CMS subscription. If not, you can deactivate Strings Translation, and the message should disappear.

When you upgrade the subscription, you only pay the difference. You can see the difference between our subscriptions on our purchase page here.
