This thread is resolved. Here is a description of the problem and solution.

Problem:
After the client's hosting was temporarily deactivated during a renewal, WPML on their site started showing a 'new address detected' notification, even though the address had not changed.
Solution:
We suspect that the temporary deactivation of the hosting might have triggered this notification. If you're experiencing this, we recommend selecting the option in the WPML notification that indicates your site has a new location. This might resolve the issue.

If this solution does not work or seems irrelevant because it might be outdated or not applicable to your case, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the problem persists, please open a new support ticket.

Background of the issue:
Our hosting was temporarily deactivated during a renewal, and now we are experiencing issues with WPML on our site hidden link.

Symptoms:
WPML detected a new address for this site notification is appearing, but the address referenced is the same as the production site.

Questions:
Why is WPML showing a 'new address detected' notification when the address has not changed?
Which option should I choose in the WPML notification to resolve this issue?

Thank you for contacting WPML support.

I'm not entirely certain why you received this notification. However, I suspect that something may have occurred on your hosting that triggered the notification.

You can try selecting the option that indicates your site has a new location and see if that resolves the issue.

If you're still encountering problems with WPML, please provide additional details.
