I don't know where to find translated section of this block.

I have checked the page and found that the section you're talking about is a template that was inserted using the "Template" widget of Elementor. You need to translate that template contents separately from the "Templates > Saved Templates" section in order to see the translated contents properly in other languages
In order to understand the process of translating Elementor templates, kindly check the documentation mentioned below.
Regarding translating the placeholder of the Form- It appears that you already have created a ticket regarding the translation of the form, and a response has been sent already to that ticket. I kindly request you to follow the instructions mentioned in the response to understand the procedure.
