This thread is resolved. Here is a description of the problem and solution.

Problem:
You are trying to migrate a blog translated into 18 languages from Polylang to WPML and want to use WPML for new translations. However, WPML is calculating credits for translations that already exist.
Solution:
When setting up WPML, choose the 'Translate What You Choose' option in the initial setup wizard. This prevents WPML from automatically starting translations. Before proceeding, follow the steps outlined in the migration guide: https://wpml.org/documentation/migrate-polylang-wpml/

Background of the issue:
We currently have a blog translated into 18 languages by Polylang. We are trying to move the content from Polylang to WPML. We want to use WPML for any new translations going forward.

Symptoms:
WPML calculates credits for the translations, however the content is already translated.

Questions:
Can you please advise how to move already translated content?

Thank you for contacting WPML support!

In the initial setup wizard, instead of Translate Everything Automatically choose Translate What You Choose option.

This will not start automatic translation immediately (you can change this later), but before that you can do this https://wpml.org/documentation/migrate-polylang-wpml/
