This thread is resolved. Here is a description of the problem and solution.

Problem:
You have recently purchased a WPML license and added your site to your wpml.org account, but the plugin is not recognizing the 90,000 credits assigned to your site.
Solution:
We recommend you first visit https://wpml.org/account/sites/ and remove your website from the list. Then, add your website again to generate a new sitekey. Next, in your website's backend, navigate to WP > Plugins > Add New > Commercial Tab > Click on "Unregister WPML" located in the top right corner. Afterward, re-register your website with the newly generated sitekey. Finally, check if the credits now appear on your website.

If this solution does not resolve your issue or seems irrelevant due to being outdated or not applicable to your case, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
We just bought a license and our admin added the site to our wpml.org account.

Symptoms:
Even though 90,000 credits are assigned to the site in our account, the plugin is not recognizing them.

Thank you for contacting us. Upon inspection, it seems that the sitekey is not being recognized on your website.

Could you please visit this link: https://wpml.org/account/sites/ and remove your website from the list? Afterward, add your website again to generate a new sitekey.

Next, in your website's backend, go to WP > Plugins > Add New > Commercial Tab > Click on "Unregister WPML" located in the top right corner. Then, proceed to re-register your website with the newly generated sitekey.

After completing these steps, please check to see if the credits appear on your website.

I'm happy to report this proposed solution worked. Strangely, it took 3 tries but in the end, we're up and running. Thank you!
