Default site language Japanese but want dashboard language English

tristanS-6	Background of the issue: I am trying to set the default site language to Japanese while keeping the WordPress dashboard language in English. I have another site where this setup works, but I can't replicate it on hidden link. Symptoms: I can't seem to separate the default language from the dashboard language. Questions: How can I set the dashboard language to English while keeping the site language in Japanese?
