This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is trying to delete the site key.
Solution:
If you're experiencing issues with deleting your site key, we recommend you try the following steps:
1. Log in to your WPML.org account and navigate to the Sites page: https://wpml.org/account/sites/.
2. Click on the little trash icon to delete the site key. This action will return the assigned credits to your WPML.org account. For more details, please refer to this documentation: https://wpml.org/documentation/automatic-translation/why-credits-may-be-missing-and-how-to-fix-it/#removing-a-sites-registration-from-wpml-org.
Afterward, you can assign the returned credits to any of your registered sites by following the instructions in this documentation: https://wpml.org/documentation/automatic-translation/how-to-assign-automatic-translation-credits-to-your-sites/.

Please note that the solution provided might be irrelevant if it's outdated or not applicable to your case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Is there any documentation that you are following?
Yes.. screen shot below.

Is there a similar example that we can see?
Yes, there are several open and private tickets asking the same questions.

What is the link to your site?
the prior dev has left the project...

Thank you for contacting WPML Support. You can delete the site key by following the below steps:

1. Please login to your wpml.org account and go to the Sites page:
https://wpml.org/account/sites/

2. Delete the site key by pressing the little trash icon and it will return the assigned credits to your WPML.org account as mentioned in this doc: https://wpml.org/documentation/automatic-translation/why-credits-may-be-missing-and-how-to-fix-it/#removing-a-sites-registration-from-wpml-org

After that, you can assign retuned credits to any of your registered sites by following the below doc:

Thank you so much for the '/sites' link.. I was missing that. I'm getting close but when I try to set up my new local site, following:
"Let’s connect the automatic translation credits between the two copies of this site", I click "Follow this link to " and login to my main alphaamltraining.com site.. but then I cannot find "Copy Migration Code" on this page.. see attached image.

What URL should I be at when I click on 'Copy Migration Code'? TIA

I've added Debug info for both sites.. thanks for you patience.. oh wait it says that "*The debug information is not valid." above so I'm pasting it here.

Scratch that.. plse make this ticket private and I'll try again.. thanks.
