I am using Foxiz theme.
there have "ruby template" to use as shortcode.
I cannot find a shortcode from string translation panel by searching id/slug([Ruby_E_Template id="2947"])
Even not from "Admin Texts Translation"
How can I find that ?

Usually, you would create one template per language and then have one shortcode per language, each with a different ID.
To make the templates translatable, you need to go to WPML > Settings > Post Type Translation and set the Ruby Templates Type to "Translatable - only show translated content".
If you translate the template it will create a new shortcode with a new ID. Each shortcode then needs to be placed manually on each content inside the WordPress Editor.

Why do you expect to find the shortcode in Strings Translation?
