there is no such option, I have also just checked on the test site, there you can select only taxonomies, so I suspect those are the custom taxonomies you have created or?
If so, then make sure your taxonomy is assigned to products and there are existing.
Otherwise please share more info on how are you creating this "Product visibility" outofstock value?
