Background of the issue:
I am trying to register my site using WPML. The issue occurred while attempting to access the Installer System Status. Here is the link to the page where the issue can be seen: hidden link
Symptoms:
I encountered a 'Code 0: cURL error 28' and saw two X marks instead of the expected Installer System Status ability to connect.
Questions:
How can I resolve the cURL error 28 when registering my site?
What do the two X marks indicate in the Installer System Status?
The required fields can be found below the comments section. The information you enter is private, i.e. only you and I can see it and have access to it.
I may need to replicate your website locally. To do this, I need to temporarily install a plugin called "Duplicator" or "All in One WP Migration" on your website. This will allow me to create a copy of your website and content. Once the issue is resolved, I will delete the local website. Let me know if this works for you.

This time I was able to access the website, but I could not download a copy of it (the download simply won't start). I couldn't try in another browser because of all the security layers.
Please go to All In One WP Migration > Backups, download the backup I created, upload it to Google Drive (or any other service of your preference), and share the link with me. I've enabled the private fields.

Thank you so much for sharing. Before I take that to our devs, there's one last thing I'd like you to try. Please make sure to have a full website backup before proceeding.
Please deactivate all plugins, except WPML Multilingual CMS, and try registering it. I'm asking that, because I had to deactivate the security plugins to check your website locally and with them deactivated, I was able to register WPML with no issues.
If that does not work, we can confirm that the issue is coming from the server. Let me know how it goes.
