Hi,
The issue has been escalated to our developers. The problem stems from the fact that those jobs that can't be reviewed are private CPTs that can't even be previewed in the default language.
As a workaround, you can edit the original language layout and use the language switcher in the toolbar to change to the translations and directly publish them from the back end. Or you can approve translations using the bulk action "Approve translation reviews" in WPML > Translations.
We will keep you updated on any news regarding this issue.

The bulk action "Approve translation reviews" in WPML > Translations did work for me, but I'd obviously prefer the client had the option to Preview prior to approval.
Can you provide me with an update on this ticket at all?

Hi,
I'm glad that the workaround fixed the issue.
As I explained, the problem stems from the fact that those jobs that can't be reviewed are private CPTs that can't even be previewed in the default language. There will be no option to preview this kind of content. The fix will be in the UI. The Preview button will not appear, and instead, an Edit button will be displayed. However, this issue is still escalated to our developers. I'll update you here once the fix is included in a future version of WPML.

OK, that helps me know that I can proceed with the development, including new languages. I can proceed in the knowledge that there is an issue I can't fix myself, I have a workaround and a fix will eventually be released.
Is there a way to set up WPML so that it allows previews on everything but the problem custom PT's - to avoid the client experiencing this issue?

Hello,
My name is Carlos, and I’ll be assisting you today in place of Itamar.
The only way to activate the translation review for specific content only is when you send the content to be translated in WPML -> Translation Management, where you can select that the content must be reviewed. This means that you must send the content for translation in WPML -> Translation Management while selecting the option to review the content, except for the CPT that is private.
